Registration, opening ceremonies, dinner, and the tournament meeting will take place at Heritage High School.

No smoking or tobacco use is permitted anywhere at any of the fields, nor is alcohol allowed. Pets are not allowed anywhere at any of the fields. We suggest your pet does not accompany you to the tournament.

Practice fields will be made available, as needed, at Franklin Park in Purcellville. A sign up sheet will be available at registration.

Team Registration

All teams must register with the Tournament Officials at Heritage High School between noon and 4:00PM on Thursday, July 16, 2015. If your team will not be able to register during this time, please contact LaMott Smith to make other arrangements.

Please call LaMott Smith when you are 30 minutes away so they can meet you at registration.

Please be prepared to present the following items:

  • Your team’s up-to-date tournament eligibility affidavit signed and approved by your local President and District Administrator. The affidavits will be collected and held by the Tournament Director until your team plays their last game in the tournament.
  • 2 copies of the medical release form for each player on your roster. We’ll hold on to one copy, and one stays with your manager.
  • A hotel damage deposit check in the amount of $500 made payable to Greater Fauquier Baseball Little League. These checks will be held and returned within 30 days of the conclusion of the tournament. If damage occurs to a room during the teams’ stay, these funds will be used to cover the cost of damages. Any additional amount over $500 will be the responsibility of the respective league.
  • A self-addressed stamped envelope so that we can send your deposit check back to you.
  • Team roster form with names of all players and official coaching staff as they would like to be announced. Please include player jersey numbers. Also, please make sure that you provide the correct spelling of all players.
  • Your District Championship Banner.
  • Payment for additional dinner tickets for family members (players and manager/coaches tickets are compliments of Greater Fauquier Baseball Little League and will be presented to the team at registration).

Please note: It is vitally important that you have your tournament eligibility affidavit with you and in good order. Please take the time to review it and ensure that all necessary documentation is included before traveling to Fauquier County. Without a valid, signed, and approved affidavit package your team will not be allowed on the fields. No practices, warm-ups, or games.

A signup sheet for practice fields will be available at registration. Practice fields will be reserved on a first-come, first-served basis.

A welcome bag will be provided for each player.

Field Inspection

All rostered managers and coaches should arrive at Fireman’s Field by 4:00PM. Rostered managers and coaches will have the opportunity to walk the fields prior to games being played. Tournament staff will be on hand to answer questions about the fields, ground rules, facilities, and any other question you have about the field.
By 4:30PM, managers and coaches will be directed back to Heritage High School to walk the field and ask questions there.
By 5:00PM, managers and coaches should rejoin the players and parents at Heritage High School for opening ceremonies.

Opening Ceremonies and Dinner

Opening ceremonies and dinner will be held at Heritage High School auditorium, beginning promptly at 5:30PM with team introductions. Please have your team in uniform and tennis shoes, lined up and ready to be introduced by 5:15PM. Make sure you have your District Championship Banner to display as your team is introduced. Team pictures may be taken.

A dinner will begin immediately following opening ceremonies in the cafeteria.

Dinner will be provided for players and rostered manager/coaches on Thursday evening following the opening ceremony at the high school cafeteria. Your team may pre-order tickets for family members and others for $12.50 for each adult, $10 for each child. A pre-order form was provided in the team packet. Additional tickets may be offered at registration, depending on availability.

Tournament Meeting

A mandatory meeting for managers, coaches, tournament officials, and umpires will be held at 7:30PM in the Heritage High School auditorium.

We will review the tournament rules as well as the expectations and logistics of play, warm-up schedule, pre-game announcements, substitution process, etc.

All 2015 Little League Baseball Tournament rules will be enforced and adhered to without exception. Neither the tournament officials nor the umpires have the authority to allow any variance without explicit approval from the Tournament Committee in Williamsport. We ask that the teams are familiar with the Tournament playing rules and Little League safety rules before they arrive to help us avoid any misunderstandings.

Hotel Reservations

Hotel reservations for your teams have been contracted with The Zenith Group. One person from each team should confirm reservations for the entire team with Ken Broadbent at 800-476-0542 or through the web site at www.thezenithgrp.com. Teams should not contact the hotels directly nor should families contact The Zenith Group individually. Please complete the hotel reservation form in the packet to speed the registration process. This should be done within one business day of your District Championship.

One two-person room per player and coach is reserved. All players from each team will be at the same hotel, although not all teams will be in the same hotel.

At this time, only District 16 will not have rooms reserved. Any district not needing rooms must contact The Zenith Group and LaMott Smith as soon as possible.

The Zenith Group only has rooms set aside and reserved for players/managers/coaches, although every effort will be made to accommodate your party. A list of local area hotels is included below.

District Administrators planning to attend should contact LaMott Smith for room reservation information.

After you check out of your hotel and it is noted that no damage has occurred, your league’s damage deposit will be mailed to your league.

Medical Facilities

If any medical emergency should arise, please call 911. Please report any incident involving a player or coach to LaMott Smith or Gene Gotimer as soon as possible. Players with a concussion-related injury must have written approval from a doctor to return to play. Per Virginia State law, there are no exceptions.

A photography company will be on-site to take action photos during the games. No unofficial team representatives will be allowed in the dugouts or on the fields. Photography or filming is allowed through the fence.

A sign-up for team pictures will be at the registration table. An opportunity for parents to take pictures at that time will be made available.


Each team must provide their own equipment. District 16 will provide assistance in case of emergency.

Please inspect your equipment before traveling. In accordance with Little League Baseball rules, umpires and tournament officials will inspect equipment before it will be allowed in the dugout to make sure it is legal and in good repair. Some of the things that will be inspected include, but are not limited to:

  • Helmets must be NOCSAE-approved and cannot be modified. Helmets cannot be repainted nor have added decals or stickers, including name or number stickers, or else they must have a certification letter from the manufacturer for each helmet.
  • Catcher’s masks must be NOCSAE-approved and must have a dangling throat protector, even hockey-style masks. If the throat protector does not dangle when the mask is turned to face the ground, it is not a dangling throat protector.
  • Bats must be baseball bats which meet Little League specifications and standards. Bats shall be no more than 34 inches in length and no more than 2 5/8 inches in diameter. All composite bats shall meet the BBCOR performance standard. Bats with a 2 1/4 inch barrell containing no composite materials may be used provided they are marked as BPF 1.15 or less. Solid wood barrel bats may be used. Refer to Rule 1.10 for more detail.

Equipment that is damaged or not permitted will be removed from the dugout and will be held by the District Staff until your team plays their final game in the State Tournament. Please leave non-Little League equipment at home.

After Winning your District Tournament

  1. Celebrate!!!
  2. Contact LaMott Smith, District 16 Administrator at 703-608-1895 or 703-777-4288 or via email.
  3. Email the team roster, including players’ first and last names (not necessarily their legal name, but the name they go by) and jersey number to state@vadist16.org to be added to the program. Please note it is important that you provide the correct spelling of all team players for the program.
  4. Contact Ken Broadbent at The Zenith Group at 1-800-476-0542, kbroadbent@thezenithgrp.com, or through the web site at www.thezenithgrp.com to reserve hotel rooms.
  5. Verify that the tournament eligibility affidavit is signed by your District Administrator and includes a boundary map with player’s residences marked and numbered, player’s birth certificates, at least three different forms of address verification, two medical release forms, pitcher’s records updated through the District Tournament play, and any associated waivers.
  6. Please make sure all team equipment is legal and in good repair. Helmets with stickers, paint, or any other post-factory additions or modifications must have a certification letter from the manufacturer for each helmet. Bats must not have flat spots and must have legible writing certifying Little League-approval. All illegal or damaged equipment will be removed and held by District 16 staff until the end of the State Tournament. No exceptions! Catching this at home will save a lot of heartache at the State Tournament.

Tournament Play Guidelines

Teams should arrive at the field 75 minutes prior to game time and should report immediately to the Tournament Director. If not already done, a coin toss will decide home and visitor. The team traveling furthest will call the toss. The winner will choose home or visitor. Home will get the first base dugout, visitors the third base dugout.

Teams will have 25 minutes of time in the batting cage, followed by 10 minutes of infield practice (if time permits). A rostered coach or manager must be present before any player can take batting practice, infield practice, or can occupy the dugout. Non-rostered adults or children may not enter the dugout, the batting cage, nor the playing field at any time before or during games.

When time allows, each team will be announced 10 minutes prior to every game, visiting team first. Announcements will be followed by the National Anthem, the Little League Pledge, and the ceremonial first pitch (home catcher to receive). The plate conference with managers, umpires, and the Tournament Director will follow.

Every substitution, position change, etc., must be made from the inside of the field by the manager to the official scorekeeper while accompanied by the umpire-in-chief. Once a change is announced, it is official. The official scorekeeper and tournament officials will not knowingly allow illegal substitutions or changes. However, the manager is always 100% responsible for ensuring the change is proper and legal.

After the game is over, be sure the pitchers are properly recorded in your affidavit (which will be kept by the Tournament Director throughout the tournament). Once you leave the field, the affidavits cannot be changed.
